Virginia Beach city leaders approved an ordinance Tuesday night letting the city manager enter a purchase agreement for the former Papa Johns site at the end of Laskin Road.
VB Laskin Road LLC will develop a 215-unit apartment complex with ground-floor businesses—forcing current tenants to find new locations as redevelopment moves forward.
